B. J. Hawkins, President of OFS, ‘the business
doctor,’ was one of the many small business participants
at the recent National Minority Supplier Development Council
conference held previously in Los Angeles. Hawkins, like
many fellow minority business owners wanted to know whether
contract bundling by major corporations reduced opportunities
for small businesses. The Office of Advocacy of the U.S.
Small Business Administration actually supported Hawkins’
assumption when it issued a report, ‘The Impact
of Contract Bundling on Small Business.’ The report
found that “small businesses received only 16.7
percent of bundled federal contract dollars in fiscal year
2001, and 20 percent of all federal prime contract dollars.”
As you may know, contract bundling, “…is
the consolidation of two or more procurement requirements
for good or services previously
provided or performed under separate smaller contracts
into a solicitation of offers for a single contract.”
