Corporate executives from Maryland's public utility companies have initiated a proposal to help minority business owners. Companies volunteering in this program will increase their contracting target to 25% for businesses owned by women, minority and disabled-veterans. This will be a subscription-based service permitting the company to follow and report its target achievement in the minority contracting goal.

This program is voluntary and has no deadline. Officials from companies like Baltimore Gas and Electric, Potomac Edison, Allegheny Power, Potomac Electric, Delmarva Power & Light, Washington Gas and Qwest Communications signed the agreement at a ceremony in Annapolis.

Rhonda Mencarini, Manager of Supplier Diversity for Pepco said, "Initially we were a little leery of it because we didn't have any way of collecting the data on how much business went to minority-owned contractors and subcontractors. But in 2008 we found a company that provides an Internet portal for contractors to list how they spend dollars paid to them."
